Debt Collectors Pursue NCP Fines Despite Insolvency

Drivers are being pursued for unpaid fines from Britain’s largest car park operator despite the company having entered insolvency proceedings, according to a report from PwC administrators cited by The Telegraph.

National Car Parks (NCP), which operated 340 locations across the United Kingdom, held a backlog of nearly 100,000 unpaid parking charge notices when it collapsed into administration in March. Of those, approximately 15,000 were awaiting processing by debt collectors, while an additional 80,000 fines dating back several years had not yet been pursued.

PwC administrators confirmed they have instructed debt collectors to chase the penalties, with £402,000 raised so far. The private parking industry, including NCP, has drawn criticism over the volume of fines issued, with a record 15.9 million penalties recorded last year based on government data analysis. Critics accuse operators of using confusing signage to catch drivers and engaging in aggressive debt collection practices.

PwC acknowledged that some older fines may never be recovered, noting in their report that given the age of certain debts, they are assessing the cost of bringing claims versus the likelihood of recovery. This debt collection effort is part of a broader push to recover funds owed to NCP’s creditors, while administrators also prepare the business for a potential sale.

PwC expects preferential creditors, including HM Revenue & Customs, to recover the full £1.7 million owed to them within six months. However, there is less certainty about how much of the £216 million owed to unsecured creditors will be recovered.

Nearly 700 jobs were put at risk when NCP, previously owned by Japan’s Park24, entered administration amid a cash crunch tied to looming rent payments. The company attributed its troubles to inflation-linked rent increases, a jump in energy costs, and declining demand for parking in city centres and commuter hubs since the pandemic.

NCP reported a £5.7 million loss last year, following a £10.1 million loss the prior year. The company, which leases most of its car parks rather than owning them, has said it will keep sites open while administrators assess options.

Founded in 1931 by Colonel Frederick Lucas, NCP later merged with rival Central Car Parks—itself founded by Sir Ronald Hobson and Sir Donald Gosling—after the Second World War. The founders saw an opportunity to build car parks in London’s post-war bomb craters, spending £200 on an abandoned site in Holborn.
